Area Rug Question?

My mom is in the process of redecorating her livingroom. She has decided to stick with her carpet but we were thinking of adding a decorative area rug in the center to give the floor new life. If you put an area rug on top of carpet do you need a pad underneath the area rug? I know you do for bare floors but I'm not sure on top of carpet.

My mom has them under hers, but I don't see why you would need them.

She says they still slip. It probably depends on how slippery the carpet is.
 
There are special mats for carpet on carpet. They help keep it from sliding around and is protective to the under carpet also. Saw that on HGTV. ;)
