Are you allowed to check in early at FW?

You can check in anytime. You may or may not get to go straight to your site. If not, you can park in the overflow lot (again anytime) and go exploring wherever you like. You will be issued your keys to the kingdom when you check in, so you are good to go. You can call later and check on your site to see if it's ready.
