Are pets allowed in the partial loops now?

We were at the fort this weekend and saw pets being walked in the 2000 loop. Was wondering if Disney allows this now or did these people just not say they had pets. Never did see what the people were camping in but there were 3 or 4 hardsided campers in the loop plus a 10 wheel tractor that people were camping in the sleeper.
 
We were just there a couple of months ago and have not heard of pets in partial loops. They may have not told FW about the pets, if caught they may be asked to leave if there are no pet loops available. FW has been putting pets into some prefered loops when they are overbooked so I am not positive.
 
I'm going to guess it was being used for overflow, based on the rigs you saw set up where usually just tents or pop-ups would be found.
 
I think Disney might be relaxing their rules a bit because I saw the person next to me in loop 100 with a dog this past halloween. They even tied it outside while they were relaxing inside after a bike ride. Yipped and they didn't seem too worried about anyone complaining. Didn't think Disney would do anything about it considering how un-responsive they were to our query about why our site was still being occupied by a person that was suppose to be checked out and it was 1:00pm.
