Are patios public or private?

I understand that Disney must be used for providing decorations in "public" venues like Seabreeze Point. But are the patios at the resort hotels, such as Whitehall Room/patio or St. James room/patio, considered public too? Or are they private, allowing outside vendors for floral in the outside spaces?
