Are October discounts generally offered every year??

I booked free dining for Sept 2011, but after just getting back, we're thinking of switching to later October to avoid that heat and humidity!

I know there's no way of knowing if they'll extend free dining or offer a room discount, but can I assume that a discount of some sort will be offered? I mean, is there ever NOT a discount offered during the non peak Fall months??
