Are moderate resorts the same as value for bus queues and wheelchairs?

I'm thinking about doing a moderate, but I really like the set up at POP and All Star Sports where you take the bus from the food court/lobby area and there's a space for a wheelchair to be by the bus line.

Are the moderates the same way?
 
I haven't stayed at all of the moderates but overall no it's not the same.

The moderates usually have multiple bus stops at each resort and each bus stop will service all of the parks. So you tend to just all mill around waiting for your bus to arrive. Then once you see the bus approaching you wave at the driver to get his attention so he knows that you will be boarding his bus.

I try to make sure I see who was there before me at the bus stop and if they were there first and we are both going to the same park I make sure that they get to board first.

I do prefer the bus service at Pop sometimes because the lines make it very easy to see where to go and who is first on.
 
On our last trip in October 2010, we stayed at OKW, but I walked to POR and PO New Orlean to see if the bus stops had the box for scoot size parked there. I went to the stop by the check in area at both resorts. There were no specific marked lines, but there were areas marked at each stop for the different destinations. I don't remember if any were combined stops where buses for several locations stopped (like MK and Typhoon Lagoon).
People did seem able to figure out where to stand.

I have not been to any of the other Moderate resorts lately, so can't tell what they are like.
 
I've stayed at all the moderates and although there are no designated spaces to wait, I've never had an issue as there will be much fewer other guests waiting. I'm with Bill- I eyeball the crowd if there's another person in a scooter or w/c going to the same park I make sure I am behind them when the bus arrives. I also wait to the left of the other guests right up on the sidewalk so the driver can see me. As the queue areas are covered it's much easier on me as I can't stand waiting in the glaring sun at the value resorts in the w/c queue line area. If you hang back in the shade you are almost guaranteed for other w/c or scooter parties to get in that queue line and then you're out of luck.---Kathy
 

I saw the painted outlines at the CSR in December. Not sure of the main bus stop by the front as we didn't use it, but they did have them at the stops around the resort.
