Are 2 year old's allowed into baseball parks for free?

I know that seems like an odd question. My husband seems to think that 2 year olds can go to ball games for free if they sit on your lap. I've always assumed that everyone who goes to a game needs a ticket. Specifically we are talking Fenway. Does anybody know?
 
At Wrigley two is free they can sit on your lap.
 
A child that age will not really sit on a lap for the entire game. Just buy a ticket to give yourself the extra room just in case.

See, I wish it were that easy. we have 4 tix to a game this weekend, but we are a family of 5 (4 year old and 2 year old twins). If we had a babysitter we'd probably just take my 4 year old and leave the twins with the babysitter, but we can't get one this weekend. So we'll either give the tix up or figure out what the chances are of bringing all the kids. one of the kids prefers laps so probably would be there anyway if given the chance.
