Applying for both WDW & DL

I may be wrong but I heard the WDW & DL application process are now together, is that right/what was that process like?

My daughter just did her phone interview yesterday and the girl that called her asked my daughter her preference. She said that it is harder to get into the program in CA because it is much smaller. She put both on her application but ONLY because she was willing to go to CA if it meant getting in. She wants FL and the person that called said that is what she would get if that was her preference.
