If you book rooms using the AP discount as a LoewsFirst member do you still qualify for those benefits such as potential free upgrade, free gift etc?

No. The annual pass rates are not considered to be Loews qualifying rates.

There is a slight chance you may still get the welcome gift, but the APH rate does not entitle you to any of the Loews First benefits.

No consistency here either. Last year we got the welcome gift staying on the AP discount at HRH, this year we did not while staying at HRH on an AP discount. This year we were upgraded to gold after our stay. We've only stayed 2 times, both times on an AP discounted room. Still not quite sure how this program works.

maybe they will aim for consistency now.
