AP vs Hotel Park Pass Availability

My family all have active APs and we just returned from a DVC stay. On one of our days I wanted to change our MK park passes to DHS passes. There was no availability for resort guests, but there was for APs yet I kept getting the no availability message. This was on our 2nd to last day so I didn't run into the 3 day max rule. I am clearly missing something. I did try to call the AP line, but didn't want to hold more than an hour while there on vacation. Anyone have any insight? I really hope this goes away, but want to understand better how it works in the event it does remain longer than I hope.
 
The park reservation system only looked at resort guest availability because of your room reservation. That's been an ongoing issue for a while now.

Is there anyone worth holding for that can help when this occurs? DVC MS, V.I.Passholder Line, etc?

Pre-visit, the passholder hotline. There was also a post in the last couple of days where MS was able to change a park reservation pre-visit for a member.

While at WDW, Guest Relations might be able to do something.
 

Basically you can only get reservations from one bucket. So, your resort reservation puts you in that one first which is why AP holders can book more than 3 when they have one.

In order to override this, you have to have Disney do it.
