Call Disney's AP line at 407-566-PASS. Explain the situation to them. If you give them your name and address they should be able to look up the transaction, if not and you can give them the credit card number the transaction can bee looked up from that. They should be able to either give you the voucher numbers over the phone or set it up as a will-call reservation.
I don't know what they can do if you bought them at TDS and not through WDW tickets, since the cards at TDS do not lead to your transaction being in the WDW Automated Ticketing System.
Also, if you go to any of the outside park Guest Relations offices with the credit card that was used they should be able to help you.
Siince I'm at home and not at an ATS terminal I can't help further, but as long as the transaction is in ATS it can be found. As long as the vouchers were never used the passes can be issued and the vouchers cancelled.
