AP voucher - can you still make FPs as if you have an AP?

Last time I bought an AP voucher I was able to make FPs as if I had an AP, even before it was activated. I've heard rumors this has changed, and others have said it has not changed. Can anyone confirm that if I have an AP voucher in MDE and staying on-site I can make FPs 60 days out still?

You can make FP+ reservations using an AP voucher as long as you've linked the AP purchase to your MDE account.
