I have a regular AP I got before buying DVC. Can I upgrade to PAP with DVC discount. Current cost of AP is 469 and DVC PAP is 474, so would that be 5 dollars plus tax to upgrade?

Yes, assuming the prices you quoted are correct.

You'll need to go to a Guest Relations desk at one of the major parks or DD to do the upgrade and you'll also need a photo ID plus your DVC membership card.
