AP required for AP reservation?

I'm not remembering the AP and Best Rate changes Disney made a year or so ago. Can someone refresh me on whether or not you have to have an activated AP or unactivated voucher to book an AP discount? I remember in the old days you didn't need the AP to book, you just needed it at check-in (and that was even hit and miss).

You don't need an AP or voucher to book a room. However, I've read that you must have an activated AP upon check in. But, on mousesavers states that you can check in with a AP voucher, but it must be activated later that day.
