AP Rates question

I am looking at purchasing a AP for us in December 06
Does it have to be activated to use it for the best rate program? I don't want to lose many months of use from it because we plan on make at leat 2 trips in 2007 before the ticket expires.

it does not have to be activated to book it, when you log into the passholder site, it will ask you for info from your voucher.
