AP rate and upgrading to AP

Friends have tickets in hand they plan to upgrade to APs on their way to their resort. They just tried to book an AP rate room, but the CM wouldn't do it without an actual AP or voucher number. Is there any way to book the room without an AP in hand and get the discounted rate?
