AP/Free DDP question.

Okay, I plan on booking a trip in September when (if) free dining comes out. When I get there (on the first day) can I upgrade to an annual pass? And still keep free dining?

Yes. But you won't be able to do the upgrade at the resort, resorts don't sell APs. You'd need to do it at Guest Services at any park, or at Downtown Disney.
