I understand that AP/DVC rates for rooms are not released with the standard rack rates (am i correct?

Next year i will be using part DVC points and part AP or DVC discount for cash ressie. If the AP/DVC discounts are not eleased when i book can i have the discounted rates applied at a later date?? coming from the UK i have to ensure my rooms are booked well in advance but i obviously dont want to miss out on the AP/DVC discounts.
Are there always discounts available?
