AP Discount Resorts

I am booked at All Star Sports, but wanting to maybe move to Pop or Movies, however when I try to move the resort it says This Resort is not eligible for this special offer. I see this for Pop, Music and even Music, I had Music before, so why isn't it saying this? I know the offer says it is eligible.

Not every room at the participating resorts is made available under discount offers. Once the limited number of nights for your dates have been booked by other guests, you will see what you're experiencing.

Yep, the AP discount for my dates in a few weeks have had VERY little AP discount availability for a couple of months.

It's likely the rooms allocated for that special offer are not available. It may be eligible but Disney only allocated a specific number of rooms/offer.
