If I purchase an annual pass and stay offsite, can we use it to stay in the paark for extra magic hours?

EMH are only for on property resort guests.

You can stay in the park to shop but you won't be allowed on rides.

EMH is only for those staying onsite. For morning EMH you have to show a room key or MB to enter the park. During evening EMH you have to show MB or room key to get on rides and attractions.
