I suggest checking with Micechat as they have great interest in this and are the most informed at times. It is still under constsruction and I saw it from the pier.

Can't directly help you with this. We were at DCA yesterday. All levels are complete, but there is no siding on them and they are wrapped in plastic. A lot has been built, but there is a lot left to do!

How can you tour them? Do I need my DVC membership card or my AP or can anyone tour it? TIA!

You can tour the models with your DVC card. Other than that, you'd need to sign up for a sales tour. They are scheduled to open in November.
