Well, I wouldn't be casting blame at people for just securing their room. I'd never advise someone to hold off on reserving a room in hopes that a discount would come out. Much more important to make sure you have a room at all. Plus, AAA rates come out much, much earlier than AP discounts, and there are a lot of people who want to make sure they can at least lock in that discount. Only way to do that is to go ahead and reserve the room.
Being an accountant, I'm sure Disney keeps enough data from prior periods to be able to estimate the % of reservations that will be cancelled if a certain discount isn't offered. That would be a pretty easy thing to predict. So I wouldn't even blame those who have booked a room, but will drop it if no discount comes out. Disney will have accounted for those expected cancellations before deciding to not offer the AP discount right now.
The bottom line is tourism is enjoying good times right now and more people are looking to come to WDW. Just 2 years ago, an AP discount was fairly easy to come by for the Poly in June because travel was still trying to come back from some really down years.
