I just wanted to 2nd the James Street Inn (never been but have heard good things). Of course going a little further out to Sturgeon Bay/ Door County you'll find tons of nice places. It is the Martha's Vineyard of the Midwest (or so I hear). There is also a B&B called the Astor House in GB--but I don't know anyone who has stayed there. It looks nice online.
Most of the hotels I can think of in GB are nothing special. I think there are several on the river (I have stayed at the Holiday Inn several times--nice river views and has a few bars, etc within walking distance), but I don't recall any on the bay itself. Nothing wrong with them--just normal hotels though. I think the tundra lodge has whirlpool suites (a little more romantic than your average room). It is not far from the stadium.
I also think the Copperleaf in Appleton is nice (about 1/2 hour away) and right downtown, in the heart of the restaurants, performing arts center & nightlife. It has a decent spa (BenMarNicos).
The Packers opposing teams stay at the Radisson Paper Valley in Appleton also downtown). They have a very nice restaurant called Vince Lombardi's Steakhouse (a bit pricey, but definitely romantic & in keeping with a Packer weekend).
Oh, another good restaurant in Appleton is Flannagan's Wine Review. The talk around town was that Johnny Depp recently ate there (he was filming in Oshkosh a few weeks back).
