Take a travel kettle and some tea bags for your room - its your only hope!!!!!!! We do it!
 
Royal Anandapur Tea Company at AK has good tea, there is also a tea stand in China at Epcot. There is afternnon tea at the Grand Floridian and as the other poster suggested, bringing your own is a great idea as well.
 
World Showcase stores offer quite a variety of teas.
I buy tea in UK, China and Japan.
Other than that, there are the suggestions already offered.
For the GF Garden View Tea, you will need to make an ADR. I would not chnace a walk up there. ADRs are getting harder and harder to get there, from my experience.
 

Are you staying in a WDW resort? I know that Pop Century's food court has Twining's tea bags and hot water available. They usually have 3 or 4 varieties on hand, IIRC, including Earl Gray and decaf English Breakfast.

I would imagine that the other resort food courts would also offer hot tea.

Garden View lounge at the GF has wonderful teas. They only serve between 11-3 or 4 I believe.

Also teh stand mentioned above in AK has some nice tea as well.

Tea at the Garden View is served from 2:00 - 4:30. We do this every year before heading over to MNSSHP. In addition to fabulous teas, their scones are yummy, I also love the cheese plate and the tea sandwiches...and, oyyy...the trifle is to die for!

I've also gotten some wonderful tea at the little shop in the garden behind the Twinings shop in England at Epcot. This might only be there during the F&W Festival though.
 
I have ressies for the GF high tea in June and I cannot wait. Has anybody done this?
 
You're going to love it! One thing that has always surprised me is how full I am after High Tea. It doesn't seem like much food when you look at it on the plate. I usually get the Buckingham Palace and we split the cheese plate - that becomes my lunch.
