Uh stupid question I want to ask out of curiosity - why can't CA residents purchase VGF? Why would you have to fly to FL or take to a rep outside of the state?

Most or maybe all states have their own regulations for timeshare sales and have approvals that need to be given prior to sales being able to take place. A registration to sell. So apparently DVC has not completed or been given approval to sell VGF in CA. The approval is by resort - not by company.
In NV I don't believe DVC ever bothered to registered to sell some of the original resorts and earlier this year had not received approval to sell anything at all.
