Would a recipe with these ingredients meet the Halal requirements?

Vanilla wafers
Hershey's cocoa
Powdered sugar
Butter or margarine
Cream cheese
Sugar
All-purpose flour
Pumpkin pie spice
Canned pumpkin
Eggs
Mini semi-sweet chocolate chips

off that list the only problem you would run up against are the cookies.

Things to avoid......
Animal Shortening
Bacon
Bacon bits
Gelatin
Ham
Hydrolyzed animal protein
Hydrolyzed porcine collagen
Lard
Pork
Shortening

I am certainly not an expert, AT ALL, on this subject....but my understanding was that halal requirements centered around animal/bird meat, blood, methods of slaughter of animals/birds and also forbids alcohol. So the vanilla flavoring in the cookies would a problem, i assume, as vanilla extract is liquor based? I will be reading this thread to learn more about these requirements....sorry I couldn't be more helpful.

Here are the ingredients for Nabisco Nilla Wafers:

UNBLEACHED ENRICHED FLOUR (WHEAT FLOUR, NIACIN, REDUCED IRON, THIAMINE MONONITRATE [VITAMIN B1], RIBOFLAVIN [VITAMIN B2], FOLIC ACID), SUGAR, SOYBEAN OIL, HIGH FRUCTOSE CORN SYRUP, PARTIALLY HYDROGENATED COTTONSEED OIL, WHEY (FROM MILK), EGGS, NATURAL AND ARTIFICIAL FLAVOR, SALT, LEAVENING (BAKING SODA AND/OR CALCIUM PHOSPHATE), EMULSIFIERS (MONO- AND DIGLYCERIDES, SOY LECITHIN). CONTAINS: WHEAT, MILK, EGG, SOY.

I think it looks Halal-ok. Unless I'm missing something....

Halal is very much like Kosher (per a Muslim coworker). Animals have to be slaughtered a certain way, no pork etc.

I would look for the Kosher symbols and use that.

Have your tried googling Halal requirements?
