First, for your next trip, the best time to make your requests is when you make your reservation as there is some order of priority given to when requests are made. You could call now and put in a request. Faxing to resort is really something that can be done only a few days before arrival as the resort will then have all your information.
Best view at BWV is "boardwalk" view which is also the Illuminations view. Rooms over the boardwalk are the only preferred views from which Epcot can be seen; they make up only 15% to 20% of all rooms, are difficult to get because of heavy demand, and part of them are out of service right now for refurbishment on the outside (that may be done by May but no clear end date). Other preferred views are canal view (rooms that overlook the canal leading to MGM which is pretty good view), Luna Park view (overlooking main pool area and a small amount can actually see MGM; not a bad view except for a few rooms that are facing the carousel shaped fast food stand which is high enough to block the views of some rooms; refurbishment is also going on part of the rooms in Luna Park but almost done); quiet pool view (overlooking the small pool and some can see MGM; also not a bad view).
Some have reported that late check in can result in getting whatever is left over from what has been handed out all day and thus not necessarily your choice.
