Or they could shut down the attraction completely and get it done faster. Nobody was using or accessing the Empire State Building before it was built. Of course it could be completed relatively fast.

There are questions about how the new digital SOARIN movie will be enacted. They can't close SOARIN to upgrade to the Digital technology because EPCOT doesn't have enough attractions. So the transition will be tricky.
In my opinion they will open the 3rd theater before the Christmas crowds, then after Jan 1 they will close one theater at a time and keep 2 open and upgrade the closed theater to the new movie. The goal would be to have 3 theaters showing the new digital SOARIN World movie by Spring Break 2017.
It took 1 year to build the Empire State building using 1930's technology. But it will take 2 years to build a new theater and add a new film to SOARIN'.
If Disney was in charge of the Manhattan Project we'd still be in the midst of WWII!!

Not that a theater is anywhere close to the Empire State Building, but building codes in Florida are a bear. A new house with no upgrades using a stock floor plan tends to take 4 months.
Even if they are using old space, the major renovation would require following all new codes.
So you can't really compare construction in 2015 with construction in the 1930s.
