If you book a fishing excursion from any of the Epcot area resorts early in the morning they take you into the Epcot lagoon to fish before the park opens.
We stayed at the Boardwalk Villas in April and Yacht Club in May. Both trips we did 7AM fishing excursions and the first place we headed was into Epcot to fish around the boat docked by the American Pavilion.
I don't know if they only do this on the early excursions before the ferry's are running in the World Showcase. We only did them early.
It is cool to be in the World Showcase lagoon before the park is open. Here are some pics.
