They do although depending on when someone changed their name the difficulty these days is different than in the past. It's hard to remember but when the deadline was in 2020 there was so many issues leading up to that that people were having (namely women) because they got married long ago and the documents needed and given were different than now. If you got married more recently you didn't run into those issues as much.Yes, people need to keep their documents updated if they change their name.
I had a super easy time with mine, the government being so easy in comparison my bank it was a lot of hassle but I got married in 2013 and everything was already digitized at that time in my area and I live within driving distance of the courthouse even though it was on the other side of the state line. I didn't run into issues with a facility having been burned down, suffering a flood, not yet digitized and I was given everything I needed and standards were current. I know there are plenty who were not in my same boat. So just me saying it appears to say easy peasy just use the passport it makes it easier but it's not so easy peasy either.
