No. When you purchase an AP at WDW you do not get a voucher. You get the actual activated pass.

And to expand on what Gail said, you will pay the same price for an AP or a PAP no matter where you buy it. There is no advance purchase price on them and you can still get your DC discount on them when you buy them at the park, at least through 12/31/03.
