I would not consider giving bitty twins to two of the girls and an AG to the oldest. Sure the AG is "better" but if the younger two are playing bitties then the older girl needs a bitty to play with them.
What about giving each of them both a bitty and an AG doll, but telling the younger two that their AG dolls are going to be kept on a top shelf and that you'll get them down for them anytime they want to play with them with you watching?
You can also get pictures done of the girls with their dolls and themselves in matching outfits...seriously it is a lot of fun! But expensive!
