Annual passholder buying discounted tickets?

I’ve seen that if you have a Premier pass you are eligible to buy tickets at the gate at a 15% discount. it also states “not valid on Universal Express passes, or tickets with Universal Express”. I think I understand the first part, that the discount isn’t applicable for purchasing the Express Pass. But what does the second part mean?
If 2 families are staying at Hard Rock hotel, with EP included could a passholder from the group buy discounted tickets at the gate (or hopefully hotel desk) and still have the EP included?

Early entry on designated days to the park that is opened early
And usage of the express ride lines

Your hotel room key is what allows usage to the ep lines in the parks
