Pete mentioned that the monthly payment plan is now available to everyone, but when I checked on the website that option is not available.

I believe Pete was mistaken. As far as I know, the monthly payment plan is still only available to Florida residents.

Still residents only. This limits the state collection laws they have to deal with to 2 (FL or CA).

I called today to purchase the platinum pass on the payment plan and the CM told me I had to be a Florida resident.
