Planning on buying a annual pass [new] for our anniversary in Oct. Looking to go and activate them on our trip in Feb.Can we make fast pass plans 30 days in advance of our trip? We will be staying off site. Same goes for ADR's????

Yes. ADRs do not require tickets to make.
 
ADR's can be made six months out I believe. I would verify you are able to make FP before you actually need them. I had an issue with an old, used comp ticket taking priority on my account preventing me from making fastpasses beyond the next seven days. It took a long phone call to sort it out.
 
I have an unactivated AP linked to MDE now and I'm able to book FP 30days in advance. For all the system knows, you will activate it tomorrow, so it's letting you book 30days ahead from today.
