Can DGMA purchase FL resident AP's for grandkids?? What proof is needed..do the kids need to be there for the purchase?? When we get AP's they send the vouchers to be activated...can they do that for FL residents?

I'm inclined to doubt that can be done. I believe they have to be immediate family living in the same household.
When you go to actually get your Florida Resident annual pass, or check into a Disney property with the Florida resident rate, you have to a) be present, and b) produce government-issued photo ID verifying residency.
On the other hand, if you are a DVC owner, I think the DVC discount brings your price down pretty close to what ours is anyway. You'll notice we only get about a $20 DVC discount on APs.
Grandkids would need to be Florida Residents. So I wouldn't risk it. Since they wouldn't have ID they could ask for yours and there would be questions.
