Anna from Frozen Machine Embroidery

I was wondering if anyone had any suggestions for making the embroidery designs on Anna's velvet bodice and skirt from Frozen. I have a brother PE770. I was going to try to attempt to use a stencil and fabric paint but I wasn't sure what the best option was to put it on velvet. Anyone have any ideas.
