If we arrive at AK at rope drop (no am EMH), will we have time to ride the Safari and make it to a 9:30 breakfast at Tusker House?
 
I would say no. They hold you at Discovery Island, but it's still a 5-10 minute walk to the safari and then you have to wait and I think the ride itself is at least 15-20 minutes maybe more depending on the animals.

I would move the reservation to either prepark opening or to later in the morning, say 10:45, which is what we did and that's perfect for us.

Enough time to ride the safari, walk the trails or ride the train to Rafiki's planet watch.

If you're near the rope and head straight there. The Safari runs 15 or 20 minutes. But it is pretty much right next to Tusker House. And if you're 10 minutes late for your ressie, they won't tell you to go away.
If it were me, I'd most definitely ride first, especially since you wouldn't have enough time to go through Pangani (my favorite thing to do first thing....since it's completely empty while everyone else is rushing to KS or EE....)
