For me, a holiday is taking time off. A vacation is when I actually go somewhere during my holiday.
But when I really think about it, I don’t use either words very often. I might say something like, “I’m going to Disney on the March break.”
We say we’re “going on holidays” when we’re planning a trip, which requires taking “vacation time” from work. Days off, like Canada Day or Christmas, are referred to on the calendar as national or provincial holidays.

Honestly, I don't think either characterization quite nailed it. One was waaaay too buffoonish and one not nearly enough.
