don't know about the first thing, but as far as speculation about how Disney decides on ROFR, that is all that is: speculation. we (Disboards members) will never figure it out, and whenever we think we've got the correct theory, Disney proves it wrong. so don't count on any of our theories. ;)

as for the expedited closing service, we personally did not use it.
some people have reported that most closings are pretty fast anyway without the expedited service because the way Disney handles resale purchases is fairly efficient.

for us, without expedited service, we received our Closing Package 7 business days after Disney waived ROFR, and then we "closed" 6 business days after that. so total time 13 business days after Disney waived ROFR.
it took Disney 5 business days from our "closing date" to get the resale info entered into the system. Orange County also only took 5 business days from the "closing date" to get the Deed officially recorded.
so total true closing time was 18 business days from the day Disney waives ROFR.

I have done a search using "rofr" just to see what i am dealing with. In that search I came across a post that stated if you are buying a resale and are currently an owner (buying an add on), you have to let the broker know because there is a different fee schedule than if you were buying new.

OK, let me see if I can help you. On the first item, if you are buying resale here are fees and DVC will charge a $100 transfer fee in addition to the other closing costs. I don't think this will apply to a situation like described in this thread. You couldn't be using a broker unless it were indeed a resale. One should contact member services to get the specifics on changing the deed to include another family member. I got the impression from DVC back in the mid 90's that they might even be able to do it themselves in house but don't know now.

2) Indeed the rules seem to be changing for the ROFR, at least for a while. You may want to talk to several of the brokers that specialize in DVC, they will have a much better feel than any of us. My inpression is that it's the cost per point that's the biggie with the other costs having a lessor impact. Also that larger (?300) point contracts are more likely to go through than anything else.

3) Some brokers do offer to expedite he closing. They can't nowever change how long it takes DVC to make a decision. I have assumed that means using overnight mail and putting it on the top of their stack to save maybe 2 weeks. Worth it for some, especially if you're trying to make a reservation or have points you want to bank or use.

I was told by my guide 2 weeks ago that to have someone removed from the deed you would need to hire a lawyer. I don't know if the same is true for adding someone, but I would guess yes.
