Always been two heights on Kali Rapids?

This last trip we rode Kali river rapids for the second time and noticed that there are two height requirements to ride.

38" you need an extra constraint to ride and 44" inches you ride as an adult.

Has it always been this way???

We waited until our son was 44" before riding.

I just checked one of our AK maps from 2001 and as far back as then the height requirement was 38 inches.
My DS has ridden twice, once at about 39 inches and once at maybe 41. Both times he had to be the "Captain" of the raft and sit in the special seat.
