The thing about gators is that you never know if they are there or not. Gators will travel long distances to get to new water areas. And they can do so overnight. Even if Disney believes that they have no gators on Monday. By Tuesday morning they could. *insert evil laugh*
It's probably several factors as to why they don't allow swimming, such as gators, dirty water, boating safety issues, lack of enough life guards, etc.
