FPs for the two Pandora rides: Flight of Passage and Navi River Journey are Tier 1.

Every other ride and attraction in AK is considered Tier 2.

Book 1 Tier 1 and 2 Tier 2s when your FP booking window opens.

Or, book 3 Tier 2 rides/attractions.
