The air con unit sits under the window and you control the room temperature from a digital controller on the wall. Had to put it on heating when we were there during the cold snap at New Year!

Depends on what the Thermostat is set for and room temperature. If it's set for 68 and the room gets to be 69 or above it will kick on until it gets down to 68, just like your AC at home.

They do go on and off. They also have ceiling fans which are nice!
