I believe she has always been unchained... you know how a while back when they gave her some new movements and whenever she does the new moves, her colors are brighter and resolution is better? Well she is unchained in both the old and new movements.

However i could be wrong, it's happened before

Yes, I can't remember if she's always been unchained, but she has been for a pretty long while. If she was originally chained, then my guess would be they decided to break the chain because it looked kind of cruel to have her locked up by the neck....
