I would say 7th grade for make-up. My DD is in the 8th grade (age 14) and hardly ever wears make-up because she said she's too lazy to put it on in the morning. All of her friends wear make-up -- some wear it lightly and some wear it wayyy overdone.
DD has a natural beauty. She's often been compared to a young Brook Shields. So, she can go without the make-up and be fine. However, when she wears light make-up her features are really drawn out. She is my "go against the grain" kind of girl though, so I guess she'll wear it daily when she's ready.
Her theory for not wearing make-up every day is that people would get used to seeing her with make-up on every day so much, that when a day would come that she didn't wear make-up she'd look ugly. But people don't think that about her now because they are used to seeing her without make-up.
