Adults in costumes

Isn't there a rule against adults wearing costumes? I'm at DCA and just saw Snow White. I saw Cinderella earlier. She was drinking margaritas and had a big neck tattoo. Lol This isn't a complaint/ open invitation to slam me. I'm just wondering when/why/if they changed the rule.
 
Haha, tattooed Cinderella should have had her picture taken with sparkling princess Cinderella, like a before and after...

I know they still have the rule, but I don't know who is meant to enforce it. Maybe they're supposed to turn them away at the entrance gates? Maybe any CM can say something? Maybe they just didn't want to enforce it?
 
They still have the rule but often it's not enforced.
I suspect CM's just dont want the confrontation.
