Our ADR booking window opens in March. The ADR's we'd like to make are all at either Disney Springs and resorts. Do I need to have park passes purchased by the time our window opening? I know if we were to want to make an ADR in one of the parks that we'd need to but will system allow us to make reservations (Non park) without park passes?
 
I assume by park passes you mean park entry tickets? Not park reservations? But you do not need any tickets or reservations to make ADRs at DS. Keep in mind, there are several popular 3rd party reservation systems that some DS restaurants work with - you can actually make some reservations that way before 60 days at non-Disney owned DS restaurants.
 
As others have said, it's not necessary for ADRs. By March, unless you are using an AP you won't need park reservations any way.
 

You do not have to be staying on property or have park tickets to make ADRs. The benefit with a Disney reservation is the +10. For DTD, you do not need to even have a Disney vacation.
 
As others have noted, you don't need to have park tickets to make any ADRs - DS, resort, park, etc. If you are making ADRs in DS or at Swan/Dolphin, make sure to check opentable as many of those restaurants can be booked via that site. Some of the DS restaurants can be called directly as well. You can also call Swan/Dolphin to make reservations there. WDW resort restaurants will need to be booked via the WDW site.
