Pretty certain you do. I’ve never heard of valet at a hotel transfer to a park lot. I answered your question in a different thread.

Yes, you would need to pay at the HS parking lot. You would NOT have to pay to valet again (but would need to tip) at Boardwalk, Yacht or Beach Club and walk/boat/Skyliner over to HS.
