You can only book a room 7 days at a time. you can you book a dining reservation at +10. will anything in their system block us from getting the +10 on the first day we call because our reservation is only currently for 7 days, even though we will be calling the next 2 days to add.

If you are calling 11 months from check-in to reserve your DVC accommodations you can only book 7 nights on that first call. You can call back each of the following days to add another night until your reservation is complete or wait until you are 6 nights from the last night of your stay and book all remaining nights on the same call to MS. If you are calling less than 11 months from the last night of your stay you can book all 10 nights at once.

For dining, you can begin making ADRs 180 days from check-in and book up to 10 nights of dining reservations on that day. Since you will be well inside the 11-month window by that point, your DVC reservation will have already been completely booked by that time.

ETA: Forgot to mention, same thing applies at 7 months when making a DVC reservation with non-home resort points. You can book up to 7 nights at exactly 7 months from check-in, then make additional call(s) to book the remaining nights as those nights fall within the 7 months + 6 night window. Since you cannot book ADRs until 180 days from check in, even in this case your DVC reservation would be complete before you can book your first ADR.

When are you going?

You can make your ADR inside 180 days or 6 months. You can make all ADR at the 180 day mark of check-in then plus 10 days.

BTW, the system likely will not prevent you from making ADR beyond your 7 days. Many people have reported being able to make the +10 with the first half of a spilt room reservation. And you can always go ahead and finish your ADR after you add the days if the system does not let you. You would still be agead of those not on property.

So you should be fine either way.
